Have a mate who is an Everton fan & he said from outset that Moyes was not very good at buying strikers.
He claims Moyes spent big money on some absolute duds (Johnson,Yakubu,Beattie,Jelavic).
Great at spotting a defender but couldn't get a striker.
My mate thinks he is 'gun-shy' when it comes to pulling the trigger on a striker deal.

You may well be right. Moyes could well be just an organised but limited PL manager who has benefitted from having England’s top CM at his disposal at the heart of his team for a few seasons. This period of PL and European success for West Ham is probably going to be seen in retrospect as ‘the Rice years’ rather than ‘the Moyes years’.

But …. There’s still time to bring players in. It’s the hope that always gets you.

No, he's waiting until GSB sell in the spring and Rice is sold so he can use the Rice £100+ to reconfigure the team. That's assuming Rice doesn't suffer an injury.

The new buyer isn't stupid.
The sale price will depend on a few things - it's in G&S interest to keep the club performing at a higher level.

If they take money out of the club (drawings) then the sale price will get reduced accordingly as the value of the assets has been reduced.

GSB get absolute pelters on here and rightly so.
However the moyesiah makes a rod for his own back. Clearly there has been money to spend. Okay maybe not the top end of 100 million but let's look over the course of the last few transfer windows. We have signed Zouma, Aguerd, Vlasic, Areola, Downes, Benrahma, Soucek and Coufal amongst a few others be it loan or a couple of million.
Now apart from Vlasic, it seems like Moyes wanted those players. HE and He alone is the reason we haven't signed a striker. There's been money there and he has chosen to spend it elsewhere.
Moyes can walk all he wants, but to my mind GSB are every name under the sun but for one minute you cannot claim they haven't spent money. Moyes dithers about, changes his mind, thinks too much into it. Sullivan is a media mouthpiece and no doubt some bids are talked up and leaked but there has been strikers out there and Moyes has probably passed. By his own admission he belives there has been no better than Antonio.
He's fucking deluded.

Sometimes managers benefit from timing and happen to be in the right place when a truly special talent comes along. Bilic had that with Payet who was for one season, one of the top 5 players in the world and could destroy teams on his own. He created so much space for other players by his passing and the opposition having to worry about him so much, that everyone looked a bit better.

I think Moyes has benefited in a similar way from the emergence of Rice as one of the top midfielders in the game. Moyes without Rice is probably the Moyes we were expecting all along. His infatuation with Lingard, his lack of rotation last season and us losing our nerve at the business end, make me think that he may not be the Moyesiah after all.

After his disasters at Sunderland & in Spain (Sociedad was it?) he has had 2 job offers in the last 4 years .... West Ham & ..... errr West Ham

He isnt walking anywhere
Probably expects the new owner to sack him if/when he takes over so will hang on til the bitter end for a payout

I don't think anyone who saw what Moyes said after January's abysmal transfer attempts would think he would quit now just because it's more of the same:

"One thing I want to do is I want to make sure that the supporters at West Ham can trust that I'm trying to spend the money wisely and we're trying to bring in good players," he said. "But also, we don't want to bring people in who I think are only here just to pad it up and maybe makes everybody in the media think that we've done a bit of good business. The idea in this job is to try and sign good players.

"I have to say there's been some things said about the board, but the board in this transfer window have been brilliant.

"They have backed me and tried to support me in all the moves. I've got to say, the work Karren Brady's done to try and see if we could get some deals and get things happening, she's been really good. David Sullivan has been really supportive, Daniel Kretinsky has just come in, and David Gold, they've all been really good in helping me over the window so it's always good when your owners are helping you and trusting you as well. We know we’re growing we're going in the right direction and hopefully we can keep that going."
